In the previous centuries, towns and cities had grown chaotically. But this could not continue. So councils began to plan where houses and shops should go and the standards that houses should be built to.

They built schools and hospitals and laid out city parks.

The city councils became so powerful during this time that they built themselves grand offices – city and town halls.
