Remember that factory, mine and farm owners thought they were doing a kindness to society just by employing children. They did not see it as cruel.
At this time, in many parts of the world, such as the United States, slavery was still the rule, so in comparison, Great Britain was forward thinking.
But a few people were starting to see that children could be given a better life and do just as much work.
