In early Victorian times only the more wealthy went to school. Most of these schools had been founded in Tudor times. Little had changed since then.

The most wealthy had a private home tutor, often called a governess.

But in later Victorian times the government made education compulsory and elementary schools were founded in all districts, either run by the church or by school boards.
