Most of the bombs were dropped on people near to factories, docks and railways, for these were the targets of the bombers.
People living in these areas were most at risk and they had to be protected.
Some shelters were just trenches dug in parks, some were built in gardens, some were even built in rooms.
Many people, however, did not bother with a shelter at all.
