Just outside the center is the next oldest part of the city. It has few fine buildings because it was meant to be the place of factories and working class houses when it was built in Victorian times.
Many of these buildings are badly neglected and many poor people live in the houses. This area is called the inner city. It is usually where immigrants first make their homes because it is cheap to rent. It is also the area where there are most council flats.
