Saint Paul was growing, but the nearby towns of Minneapolis and Saint Anthony were growing even faster in the mid nineteenth century. Most people migrating to the state came by riverboat, and then staked out farms. In this growth, some businessmen, who were around at the right time because they were very wealthy and began to lay out and develop grand estates. James C. Burbank, the owner of the Minnesota Stage Company was one of these. Later, his mansion high on the bluffs on Summit Avenue was joined by hundreds of mansions that now make up the Historic Hill District and others.
A new capitol was completed in 1882. The Saint Paul Winter Carnival was started in 1886 and featured an ice castle, something that has continued to the present. By the turn of the century yet another capitol was being constructed, this time modeled on the Saint Peter’s
