Metal and water are just two surfaces that act almost like mirrors. They reflect light back into your eyes and make it difficult to see. This is what we call glare.

You cannot cut out glare with ordinary sunglasses. You need to use polarising glasses. These cut out light rays coming in the direction that causes glare.
