Until Victorian times, people looked after themselves. But in cities, especially, it was getting impossible to carry on this way. Horses, for example, were dropping thousands of tonnes of dung on the roads a day and the lack of toilets was causing more and more health problems.

So, by late Victorian times, the government was playing a leading part, providing schools, sewers, libraries, museums, cleaning streets, providing lighting and more.
