Finding more room for people was a problem in Elizabethan times. Towns could not spread out like they can today because nearly everyone had to get about on foot.

The way to cram more people in was to do away with back gardens and build in them and to replace single storey houses with houses having two or three storeys.

It all led to a crowded (and smelly) town with great risk of fire.
