Q1: Who decides to change the way the land is used - the peasants or the landowners?

[Answer]

Those who owned the land knew they could make more money by grazing sheep and selling wool than by taking a tax, called a tythe, amounting to a tenth of what the peasants grew.

So they began to get rid of the open fields and turned much land over to profitable grazing rather than growing crops. As a bonus, fewer people were needed to look after sheep in fenced fields.

Note: The Tudors began to fence in the land. But it took 300 years before all fields were fenced in.
