It was Sir Walter Raleigh who was the Tudor explorer most keen on colonies. He had paid for Sir Humphrey Gilbert's failed expedition. Now he tried again.

Queen Elizabeth agreed to this because she wanted an English base for her privateers just north of the Spanish colonies in Florida.

Raleigh sent two small boat loads of people to Roanoke, now on the coast of N. Carolina.
