The force of water can loosen blocks of rocks in cliffs. But it can also wear the rocks away as though it were using sandpaper.

This happens to cliffs behind beaches. As the waves break they pick up the pebbles, gravel and sand from the beach and throw it at the bottom of the cliff. This wears the pebbles and gravel down to sand and also wears a notch in the bottom of the cliff.
