Where was it most safe for children to go?
The answer was, the countryside. There is no point bombing small country villages and so if places could be found for city children in the country then they would be safe.
So the first thing to do was to find out which houses had rooms spare. Then the government would make it compulsory for people with spare rooms to take children.
