People at home are important water users, but not always the biggest users of water. The biggest users of all, world wide, are farmers, especially if they farm land in drier or hotter parts of the world.
Power stations use large amounts of water to cool the electricity generators (if they run on coal, oil or gas) or they use water to turn the generators if they are hydro-electric power stations.
