Not every town or city grew up unplanned over many years. A few have been planned right from the start.
Many capital cities (but not London) have a look of planning about them. Washington DC is a good example.
Recently, Britain built many planned towns, mostly a short distance from big cities. These were designed to take the extra population from the cities and stop them growing too big. It did not work and no new planned towns are being built.
