We have a big problem coping with waste that has been put out for the refuse collector.

But at least the refuse is organised.

We also have a problem produced by thoughtless people who simply put their waste by the roadsides or on unused ground.

This waste is much harder to deal with because it has been scattered. This makes it more expensive for councils to deal with and so wastes out tax money.
